Description:
Expand the internal controls of the applications to conform to the new Information Security Policy. The creation of these added controls will reduce the risk of security exposure and reduce the opportunity for misuse and loss of information by unauthorized persons. Include necessary software and operating adjustments to maintain acceptable performance standards and operating efficiencies as data load and user growth of these applications continues to increase. This effort will include making such adjustments as creating and implementing data views that protect the confidentiality of the data, creating and implementing additional monitoring mechanisms and adding extra database controls. Incorporate new and additional system edits to increase the security controls of application accesses and unauthorized data manipulation. Increase capabilities of systems to share data amongst and between other applications. The strategy is to obtain qualified temporary personnel to supplement staff in the development and implementation of these necessary enhancements. The consultants will be managed by and report to staff that are responsible for directing and reviewing their work. The consultants will also provide knowledge transfer to staff as part of their duties. In all cases, the consultants will work on Mission Critical tasks.

Description:
Supervise the technical staff working on the project and communicate the project status to the Application Development chief. Develop overall plan and design for the project. The incumbent would prepare the proposal; prepare the infrastructure, application, & security requirements; and compare with available off the shelf software solutions. The types of software products to be reviewed include: Message Brokers, Patient Locators, XML firewalls, and Security (Identity and Access) Management. The requirements developed should include the development or purchase of: a record location service; an event driven service oriented architecture (SOA) using web services; a master patient index; and a subject locator service.
